You can try to block annoying ppl but somehow they always seem to come back. If you can block 'em AND TRY to ignore them, they may give up and more on to someone else. If it gets too crazy, you may think of contacting an admin to see what they can do to help. But yes, as mentioned by emperortj, there's a block button on the person's profile page, next to their profile pic.
