In the not-so-distant future, conception rates among couples drops to dangerously low rates. The government, in an attempt to keep the population stable passes a series of laws requiring young women to submit to insemination. By the time most women reach their early twenties the chances of pregnancy goes way down, so as soon as they come of age the women are taken to 'Breeding Farms'. Men with high sperm counts are incentivized to have as much sex as possible. Of course, there is resistance to these new laws, and police forces and the military are used to search out hiding women and enforce compliance.
