To save tax-payers the expense of building and running prisons, many courts preferred quick but harsh corporal punishments. To spare first time offenders and those convicted of lesser crimes, the notoriety of a public thrashing, many were offered the option of having the strokes administered in the privacy of their homes. With the addition of punitive buggering and, in minor cases, corrective sodomy, many chose the privacy of the home over the humiliation of the public square.
