I imagine a lot of people would agree with your statement for a variety of reasons. In the surface it would appear that the person is performing a service for their partner for nothing in return, making it a selfless, loving act. Although I'm sure this is often the case, I'm quite sure that there are others who will happily perform oral because of of one or both: they personally gain satisfaction from their partner being satisfied, making the act reciprocal; the person person gains satisfaction not from their partner's satisfaction, so much as the fact that their partner has to expose themselves to be granted this, and/or because the person performing the act gains explicit control over their partners pleasure and decides whether or not they will climax from said pleasure.
