Incest may be legalized in Germany

In 2014, Germany's Ethics Committee recommended to lawmakers that consentual incest between adults should be decriminalized. This came after a German brother-sister relationship became news when word got out that their relationship bore four children. The brother was convicted and jailed for three years. The committee said:
“Criminal law is not the appropriate means
to preserve a social taboo. The fundamental right of adult siblings to
sexual self-determination is to be weighed more heavily than the
abstract idea of protection of the family.”
Now, in 2015, the law hasn't change, yet, but it has stirred public debate. An analogy is often srawn regarding other social taboos. For example, until 1994, practicing homosexuality in Germany was illegal. This could do as much to sway lawmakers' opinions as the Ethics Committee recommendation.
So if Germany legalizes incest, the rest of the world will wait and watch. Will we witness moral decay and high birth defect rates? Or will we see the birth of legitimate incest porn?
I'm hoping for the latter!
