Several women I have been with, measure my cock from the base of the pelvic bone, all the way to the top of my cock head. Other women have measured my cock from the middle of my balls, up to the top of my cock head. They use a measuring tape to get the most accurate reading.

I don't measure my penis! My gf did it for me ;-) and she measure from the root to the top (bottom)!

If I remember right I think you are suppose to measure from the top. from the base of the pelvic bone to the tip of the head. You can do it erect, or, while flaccid you can stretch it out to get a measurement, they should be about the same.
