Boys should be tested to decide if they can become men or women

Here is an idea for a test to decide if boys can become men or if they should be declared female. I would easily fail this test as my penis is too small.
At a certain age, preferably just before the 18th birthday, all prospective men should be taken by a woman or other legal guardian to a doctor to be tested. If they are unable to demonstrate a penis length of seven or more inches, then at that point they are legally declared to be female. They will be required to take hormones and expected to dress in appropriate women's clothing. The woman or guardian may restrict their ability to obtain an erection during the test by any means if she/he feels it is in the candidate's best interest to be declared female.
If there is any doubt that they will pass the test they will be required to come already dressed as a female to ensure they do not violate the ruling. In such cases it is recommended that they be introduced to female atire for some months before to avoid a sudden change. As candidates may become accustomed to such clothing, on the day of the test they may declare themselves female and the test will not be necessary. The result of the test and the doctor's decision is final. The candidate may not appeal the decision regardless of whether the test was administered or they elected to be declared as female. If declared as female, erections and the use of the candidate's penis for penetration of any kind will no longer be permitted.
Any restrictions applied to the candidate's penis during the test must remain in place thereafter and a woman or designated guardian shall ensure the conditions are met at all times. Restrictions may only be relaxed if measures are taken to permanently prevent inappropriate display or use of the female's penis, including but not limited to nullification or sexual reassignment surgery as selected by the female's guardian. If declared as female, the candidate should accept the decision as quickly as possible. The selected surgery is recommended as soon as possible in all cases to prevent gender identify disorder.

An update to allow boys to be tested earlier if they (or their mothers think they are ready):
If the boy being tested thinks he is ready before he is 18 then he can submit to the test, but all the same rules apply. If he fails the test he will considered a girl from then on. If his mother or guardian thinks he should be a girl they can ensure he fails the test by using a chastity cage for example. The decision remains final, he cannot change it or come back later and try again.
I have also been thinking the test could be made more stringent by requiring the candidate to masturbate to orgasm. The requirements should then be a penis length of seven or more inches and the production at least 20 cc (20 ml) of semen. This of course requires that the boy can masturbate to order and the test time will be limited to perhaps one or two minutes at most.
The woman or guardian can of course ask the boy to masturbate or use any other method to make him orgasm shortly before the test if they feel it is necessary, and this will mean the boy will fail the semen part of the test, even if he meets the other requirements, without having to use a chastity cage.
