First, thanks for all the sincere responses! 

 I will admit that the more I thought about it, the more nervous I got.  After all, I don't really know Joe (my neighbor) and he could have been giving me a friendly warning.  However, bourbon won out again last night. My wife went to bed early, so I quickly downed some liquid courage (on an empty stomach) and waited for her to fall asleep.  When I was buzzed and sure she was asleep, I stripped again and quickly got a rock hard boner. This time I sat in the same chair, opened the blinds up, turned the lights on and started my performance. I had horny thoughts of Joe doing the same, but he didn't. However I imagined him there watching me stroke and eat precum. I edged for about an hour to give him time to notice me, then I blew another nice creamy load and slowly ate it, careful to get every drop. After finishing, I turned off the light and sat there for a while. After about five minutes, I was about to get up and leave, then Joe's lights came on. This time his window just had a translucent curtain.  I could see him walk back and forth a couple times like before, but this time I'm sure he was completely nude and looked to be playing with himself. After a couple minutes, the light went out and I went to bed.

I'm so excited and still a little wary. But, I don't think two times is a coincidence.  Thinking about my next step.
