I just use PowerPoint for mine. But I don't have text over a pic - just to the side or below it.

I'm not quite up to date anymore, but I recommend Paint Shop 7.0
The full version is free because it is still from Jasc. It also runs excellently on the newer Windows operating systems. Due to its age, it runs super fast and the variety of functions is still professional - chewing gum programs like Gimp can't keep up. The batch processing is also very interesting, you can convert and rename entire sets of images in one go. I've worked with it for years and over time you grow into it. Basically, the possibilities are endless once you know how to do it.

I use GIMP, which is a free version of Photoshop. It's pretty complex, but you can figure out the basics pretty fast. Welcome to the site!

    https://pixlr.com/x/

It's free. It's web / browser-based photo editor. It's easy to use and practice with. It'll get you started till you feel you need more power and options. And when that happens, try:

That's a more advanced editor. Closer to how Photoshop works, I suppose.

I'd imagine it would be easy enough just using MS Paint if your on a windows computer? If your only on a phone though I'm not sure what app to recommend that would be simple and free.
