Every time someone gives one of your photos a star rating, that is a "vote"
The star ratings aren't really for anything other than users rating what they think of a photo.
It's nice when the occasional other user drops a 4 or 5 start rating on one of your uploads, but most people just look at the images and that's all, so it's a more rare visitor that actually gives you rating (aka vote) on an image.
Even if you look at an album of 20 images later and see that it has something like "5 stars based 12 votes", it's most likely the case that a single user just voted on 12 of the images.
You also occasionally have that annoying user who just goes through one of your albums and 1 stars everything for some reason.
I wouldn't pay too much attention to the star ratings. It's cool to have a good star rating on an album, but like I said, most people are just looking at the pictures.
An image's view count is probably better data than its star rating.
