People Not Adding Relevant Categories

I'm getting a bit tired of people posting galleries and not adding the correct category.

An example is people posting gay sex while not adding "Gay" as a category, what's the point of having these categories if people just don't bother to add the ones that are relevant? I added "Gay" as a blocked category for a reason.
