Rules in chat room

I keep having pictures removed as not allowed in certain channels but when I look at the rules again there is nothing that precludes them? sorry but it seems pretty random that moderators decide outside of that is clearly published in the rules?
I read the rules and post based on what they allow and what they don't allow so are there other rules for each channel that we need to read?
