Mostly in large homes but sometimes in accepting hotels where a whole floor with ballrooms, and conference rooms are under control of the swingers who rent them. I've known them to be booked the first, and last Wednesday of the month to reduce cost.
"Eyes Wide Shut" depicted a venue for the "Epstein class" where they all wear masks. It showed them as hetero but the masks were duplicates, or maybe originals of the masks of the Mattachine Society of the 1950s gay rights organization. The mask in the movie represented the concealment of the sexual activities the rich don't want people to know about which, like Epstein Island, we all know is happening but we shut our eyes to it because they can retaliate, hence "Eyes Wide Shut".
Other than that some folks write fiction where sex in public is fictitiously allowed. Nude beaches, scifi stories, etc.
There are also venues (clubs) like a BDSM type place, its not quite sex in public but its not a swingers thing either although that can happen, like there is one I know about in Seattle called "The Wet Spot". You dont have to be into bdsm to go, but it's sex positive, it has all the different rooms, props, furniture, etc, pretty much anything you'd need. Its all for the most part open areas. You can do nothing, have a coffee and watch what everyone is doing or do your thing, there's something for everyone.
They have some pretty strict rules and you have to go to an orientation before you can attend one of the sex nights, mostly for your own good, but so you dont interfere in someone else thing.
You dont need a place like that to do anything but its a good safe place to try things and it has all the things already there to use.
