Head swap, what is the best software for this?

I've been using GIMP, it requires a lot of work and produces somewhat acceptable results but the skin tone doesn't match and I haven't been able to adjust it. Photoshop is rather costly. Can someone recommend a good free or inexpensive program? Thanks in advance.
