Why are "Today's featured member profiles" always the same?

On the Home page, why are "Today's featured member profiles" always on a rotation of the same profiles? It's been like that for years, it seems.

They should always be different to better enhance discoverability of new profiles. I've clicked on all those profiles (that are supposedly only "today's" featured profiles), and now I can just ignore that section altogether because I know I'll not discover something new.

To be featured on that page your account needs to meet a handful of requirements. The featured users are not picked at random. Only 1% of the users meets those requirements. And some that do, if they are not active recently, get deleted as a feature member,
