Why am I being ignored? I simply wanna know why Im bieng reviewed and not allowed on chat. is it really that hard to just answer?

The forum does sadly does not have a great deal of interest amongst members of the site until things go wrong. There seems to be a lot of minor technical issues these days that don't seemed to be resolved, so I suspect that the site isn't being managed very often. Maybe email Admin directly and see if you get a better response that way.
