You may be interested to read my own comments on the matter of "dead space" and "free rent for no rational reason" in the Help & Support forum. In a nutshell, I took the line that says inaccessible galleries mean wasted space; if they're all so fired eager to get rid of individual pictures that violate the rules, then why not simply sink whole galleries that do the same?
I also agree, having found it to be so with a few galleries of my own, that some better method of getting rid of one's empty galleries should be discovered and implemented pronto.
