Admins please stop scaring people

I am a new member and I am trying to understand your rules. So if someone would help me to understand I would greatly appreciate it.
It seems like a lot of members are scared of authorities showing up at their doors because of certain banned search words.
But members don't know what words are not okay to search for. I read in one post that this is because the people posting illegal pictures would use other words to post their images, but are not those people going to do that anyway?
People have already fooled a lot of people into searching for a word on imagefap by redirecting a link on a forum post and those people are scared too.
How can someone get into trouble for searching for something?
Admin said that only uploaders will be reported, is this true?
I think that is fair because they are the ones responsible for posting and those people should be reported.
What if somebody accidentally downloads something (pictures that were in a gallery of other pictures) that was later reported?
Are they going to be reported too?
What if somebody downloads something by accident from a member that is reported later on?
Who is getting in trouble at this site, the uploaders only or the downloaders too?
I have always used a downloader for downloading whole galleries at other image sites because I don't have time to click on one image at a time and download one image at a time.
The rules need better explained to stop people from getting so scared.
I ask because there is always a chance of somebody accidentally downloading something they should not when they use a mass downloader application.
The admins made people scared around here of searching for anything because of being reported and I have not found any good explanation, only two posts about this that did not explain well enough. People are leaving this place left and right out of fear of this warning page showing up on their browsers.

Like we already said, only the uploaders of childporn will be reported to the authorities.
