More Clarity please

Could the site and sites admin be more clear on several issues upon flagging galleries
Many people have been or are being flagged over content that they didn't post originally, but still get flagged for re-sharing what was originally thought acceptable.
It is frustrating, not to mention dangerous if it is not clearly noted that the content suitable in the original instance by the original owner of the content posted?
This site is a great community but things such as these issues do not make it safe, i love being here but these issues are causing me to think about possibly leaving.
