Daily Comment Limit

I was replying to comments left on a gallery and got a message that said Daily Comment Limit Reached. I did not know this was a thing.

I also had no idea this existed. I've not had it happen to me, but I do comment often so it could. If this is something new, I'd like to know exactly what the limitations are.
